Dudes, how do I procee to buy emergency insurance?

please advice where do go step by step!

Emergency Insurance is only made available where a round just locked and your team was not complete AND you haven't made any trades yet. Then it is offered as an option to retrospectively have you team made complete, so it will score points for the round and you get to keep in the mix.
